About
What this resource is, how the library works and how to read the notes.
What this is
A library of materials on personal data protection in Kazakhstan, plus working notes by topic. It is not legal advice. Notes are written in Russian; English summaries are provided.
How the library works
Each item is a card with a link to the primary source and a short annotation. The annotation describes what the material is about and why it is useful; it is no substitute for the text itself.
Types of materials: statutes and codes, secondary legislation, regulator guidance, case law, articles and reviews, books and courses, and EU law for comparison.
For Kazakhstan acts the main link goes to Adilet, the official source of legislation. Adilet is sometimes unavailable, so acts also have a link to an alternative source (such as zakon.uchet.kz). Alternative sources are unofficial and have no official status; check that they show the same version before relying on them.
What “Checked” with a date means
A card links to an external website, not to a saved copy of the document, and the text behind the link changes as the law changes. “Checked 17 October 2026” means that on that day the link opened the version in force, and the annotation, key provisions and dates on the card matched it. On the 1st of every month all library acts are checked against Adilet. If an act has not changed, or the changes do not affect the provisions the site refers to, the “Checked” date is updated. Notes’ “Law stated as of” dates are updated in the same way; if a change in the law affects a note, its page shows a “needs updating” warning until the text is corrected. Usually a date is no older than a month — if it is, check the version in force on Adilet.
How to read the notes
Statements of different status are marked differently: Interpretation (my own reading, open to challenge), Open question (no clear answer yet in the law or practice), Regulator (guidance from the authority). An unlabelled quotation is the text of the law. Each note states the date as of which the law is described.
